The services include the development of a framework for monitoring and evaluating one-to-one computing programs in education throughout Latin America and the Caribbean. One-to-one computing in education is a completely new approach to improving the quality, access and equity of education. Personal devices are given to all children and all teachers in a given school. In this way, the potential of technology, including the Internet, to improve learning is maximized: for all intents and purposes, learning becomes a continuous process and, as opposed to other paradigms incorporating technology into the teaching-learning process (e.g., computer labs), child-centered. Given that one-to-one computing is a new approach, that there are very few lessons learned, and no established methodologies for determining whether or not it actually improves learning or positively changes the way teachers teach. It is precisely this gap that this contract intends to fill. The expected product is a framework for evaluating one-to-one computing initiatives in education throughout Latin America and the Caribbean. This framework will include a protocol of data to be collected and analyzed, as well as concrete instructions for its application as an experimental or quasi-experimental design. The framework will guide evaluation of one-to-one computing in such a way that its impact on learning can be determined, as well as inquire into other important aspects of the approach (e.g., its cost-effectiveness; impact on teachers and school administration; issues of networking and connectivity, etc.). The framework should be sufficiently flexible to allow the testing of hypotheses regarding the benefits and costs of one-to-one computing under different circumstances, including programs with different objectives, in diverse types of schools, different countries, different implementation strategies, different pedagogical approaches, different one-to-one hardware platforms, etc. The Inter-American Development Bank now invites eligible consulting firms to indicate their interest in providing the services. Interested firms must provide information establishing that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
